Bid Documents

Awarded to Byrom-Davey on May 13, 2020

Can you please advise who I may contact regarding the job specifications?

The plans/specifications will be available by 4/10. Continue to check the website as they will be posted there.

I am interested in your Playfield renovation project and wanted to double check if you are still holding a mandatory walk through with the current gathering restrictions in place?

Rest assured that we will maintain a minimum of six feet clearance between all bid walk participants.

What is the engineer’s estimate for this project?

CIHS       $4,436,797

OHS       $4,378,540

RMHS    $4,331,368

Is there any DVBE requirements ?

Yes, DVBE is a requirement on this project.

Can you please confirm a subcontractor is qualified to bid this project ?

You can locate our pre-qualified contractors at  https://rfpou.oxnardunion.org/purchasing-warehousing/ which is updated daily. See very bottom of page, large blue button.

Since separate bid bonds will be allowed, would it be possible to have a line added to the bid bond form to write in the name of each project that the individual bonds will apply to?

Since separate bid bonds will be allowed, the bidders may have a line added to the bid bond form to write in the name of each project that the individual bonds will apply to.

Please clarify if the District or the Contractor is to provide the Builder’s Risk, and, if the District, what the deductible amount is, per project. (Section13.1.5 says the Contractor is to provide this coverage, but the chart on 13.1.8 says the District will provide.)

OUHSD provides the “All Risk” and the Prime General Contractor is responsible for the deductible portion.

Per instruction to bidders item 25 “The district will award on a per school basis” Does this mean the district could potentially a word each school site to three different general contractors?

Yes, the District will award to the lowest responsive, responsible bidder for each school site location.

General conditions item 13.1.5 Builder’s Risk Insurance states that contractor to provide Builder’s risk on item 13.1.8 Insurance Policy Limits, Builder’s Risk says that the school district will provide. Please clarify which is correct.

OUHSD provides the “All Risk” and the Prime General Contractor is responsible for the deductible portion.

Update: Contractor to cover our portion of the $350,000 deductible which is $10,000.

Do we submit 3 separate bid forms or just one and 3 different bid bonds ?

You must submit only one (1) Bid Form, which includes all three school site locations, and a Bid Bond for each school site.

We are currently pre-qualified for 10 Million the engineers estimate is 13,146,705.00 for all 3 schools Can we still bid it ?

Since we are awarding on a per school basis, your prequalification limit only needs to cover each bid individually and not any combination.  In other words, you should be able to bid all three projects as long as your bonding company allows.

Please clarify how you intend to award and the forms required.

The lowest responsive and responsible bidder, per school site, will be awarded the contract for that site. Only one Bid Form is required since all sites are listed on that form. A bond is required for each school site the contractor submits a bid on.

RE: Oxnard High School, Sheet C1.1, Detail 20 This detail shows a New Fence on the 12” wide mow curb and references the architectural plans for fencing details. However, the architectural plans (Sheet A1.1.1) does not identify this as new fencing hence no detail.

See Addendum 1 which will be posted this Friday afternoon for clarification.

Reference: Plan Sheet L3.0 (Addendum) Question: This sheet shows the majority of the planting to be in areas outside of the scope area. Please clarify what planting is to be included in our scope.

None of the planting shown on L3.0 is in contract.

Reference: Plan Sheet L1.0 (Addendum) Question: This sheet shows the bidder providing a stub out under the existing track for future connection. Please clarify if the stub out location is to be on the outside edge of the track.

Inside Edge of the track.

Reference: 00 43 36 – Designated Subcontractor’s List (Bid Form) Question: The three projects included in Bid No. 616 are to be awarded separately, but the subcontractor list does not provide a means to differentiate which listed subcontractors will be used for each specific project. Please clarify.

Please submit a subcontractor list with each bid form. If you need to indicate specific subs for a certain site, then please do so by adding that information to the form. You can use the form over again and submit different information on each one if you need to.

I was looking at the Table of Contents in Addendum 1 and only certain items are marked as part of Addendum 1. Does that mean items removed in Addendum #0 should stay removed or should they be added back in?

They stay removed per Addendum 0.

Are you going to change bid date for the Oxnard Union HSD – Bid 616 Playfield Stadium Renovations CIHS OHS RMHS since you issued Addendum #1?

No.

Can you please forward me the email that you sent out for Addendum #1 please? The email that our person wrote on your sign-in sheet never received this email. We appreciate it!

There was an initial email stating to check the website for updates. Addendum 1 was posted online and not sent via email.

In regards to the Designation of Subcontractor’s List Question, you stated: Please submit a subcontractor list with each bid form. If you need to indicate specific subs for a certain site, then please do so by adding that information to the form. You can use the form over again and submit different information on each one if you need to. To clarify, we would only submit one (1) Subcontractor List for the three schools correct? But if we would list a specific subcontractor that is different for each school, we just have to specify/list which school we are using them on the subcontractor list? We don’t need to submit a separate subcontractor list by schools correct?

As long as you specify which subcontractor is being used for each site, and it is clear to the District, that will suffice. Whether you do this on one Designation of Subcontractors List, or more than one, is up to you.

one of the Electricals we are bidding to sent me these attachments above to fill out or said were required on bid day – one being the AIA Document A305 form and the other is Section 1.06 from the Audio Visual spec section. Are these required by us to submit as a low voltage subcontractor, seems like overkill and we have never had to submit these before…??
Spec 27 41 16-11 1.06 says in part ”…….in accordance with the Instruction to Bidders, submit…….” The Instruction to Bidders does not address this. Bidders are to provide the documents required in the Instruction to Bidders.
